Government, product and service providers in India have invented many ways to harass Indian citizens. Electronic energy meters are under mandatory certification under Bureau of Indian Standards Act. All energy meters have to be marked with ISI mark under BIS Product Certification Scheme. Under this scheme, meters are regularly drawn from factories and market and tested by BIS in independent laboratories. I do not understand how faulty meters are purchased by discoms.
As far as walking on Delhi roads is concerned, you are lucky if you are back home in one peace. Shiela Dikshit calls it a world class city, Chidambaram calls it a big and good international city and advises Delhi citizens to behave.
